Overview of Hong Kong AML regulations
Hong Kong's AML framework is based on the Anti-Money Laundering and Counter-Terrorist Financing Ordinance (AMLO), supervised by the Hong Kong Monetary Authority (HKMA) and the Securities and Futures Commission (SFC).
AMLO requirements
AMLO requires financial institutions and DNFBPs to conduct CDD, maintain records, and file suspicious transaction reports with the Joint Financial Intelligence Unit (JFIU). TCSPs and legal professionals are explicitly covered.
Sanctions implementation
Hong Kong implements UN Security Council sanctions through the United Nations Sanctions Ordinance. Given Hong Kong's position as an international financial centre, businesses must also consider OFAC exposure for USD-denominated transactions. Comprehensive screening against all major lists is essential.
